In August of 1930, he received a “three-year diploma” from the State Normal School in Cheney, Washington. He had received a two-year diploma from the same institution in February of 1927.

In the 1940 census, he and Annie lived in the Foster Precinct of King County, Washington. Five years earlier, they had lived in Mount Vernon, Washington. He was a school teacher in a public school. They had no children.

In the 1950 census, he and Annie lived in Okanigan County, Washington. He was a teacher at Tonasket school. The had no children.

Cecil married Annie Irene LEE on 27 Aug 1933. Annie (daughter of Elling Halvorson LEE and Marit (Mary) ELLINGBOE) was born on 19 Dec 1908 in Wisconsin; died on 3 Aug 1999 in Tonasket, Okanogan County, Washington; was buried in Tonasket Cemetery, Tonasket, Okanogan County, Washington.
